The complaint, which was filed on April 23 of this year, says the victim was taken to the mental health facility under the Florida "Baker Act" criteria. The unidentified teenaged victim told investigators that Foster Godbold attempted to "groom" him by initially asking the victim about his sexual identity. 

The victim had multiple Baker Act stays at Circles of Care, according to the warrant application for arrest.

According to authorities, the Circles of Care employee reportedly knew where the security cameras were positioned, kept his foot in the door way and masturbated his erect penis in front of the victim at least 10 different times while inside the victim's room and performed oral sex on the victim on different occasions.

The victim reported being sexually abused each time he was at Circles of Care under the Baker Act laws.
